sqlite AGENTS.md

SQLite has added an AGENTS.md file to address the increasing number of AI-generated contributions, explicitly stating they do not accept AI-generated code but welcome AI-assisted bug reports with test cases. The project has also created a separate forum for AI-generated bug reports due to the high volume. SQLite's lead developer D. Richard Hipp is actively addressing these AI-submitted issues.
