Soar package manager

Soar is a fast, modern package manager for Linux written in Rust that handles static binaries, AppImages, and portable packages without requiring root access. It supports multiple distros, uses a pre-built binary cache with parallel downloads, and verifies packages using BLAKE3 checksums and minisign signatures.

Background

Linux package management has long been fragmented across distros with apt, pacman, dnf, etc. Tools like nix and flatpak have attempted to unify the experience, and Soar enters this space as a lightweight, user-space alternative.
