GitHub repository landing pages now show an accessibility tab, if provided

GitHub repository landing pages now display an accessibility tab when an ACCESSIBILITY.md file is provided, contributing to the same tab component as README, License, and other standard files. The author personally developed this feature as their official contribution to GitHub. The file is optional but aims to normalize accessibility considerations in software projects.

Background

GitHub has long supported special markdown files like SECURITY.md, CODE_OF_CONDUCT.md, and LICENSE for prominent display on repository pages. This update extends that convention to accessibility statements.
